In a nutshell, you are required to carry DBA insurance if you have any employees working on a U.S. military base or embassy outside of the United States.
You are also required to provide Defense Base Act insurance for any employee or employees engaged in a United States government-funded public works project outside of the United States.

The purpose of Defense Base Act insurance is to provide financial security for employees and their families in the event that something goes wrong and also to provide peace of mind for employers. This coverage offers a number of benefits for those covered by this kind of insurance. Some of these benefits include:
Coverage for medical expenses and treatments by a doctor of the employee’s choosing
Death benefits for the spouse or child of the employee (amount is subject to increase based on cost of living adjustments; payments could be payable for life)
Disability benefits or replacement income up to a certain limit provided up to two-thirds of employee’s compensation
Coverage for partial loss of income (normally up to half of an employee’s compensation)

The Defense Base Act insurance is also required in cases where services are funded by the United States government and are outside the realm of typical military issues or typical military channels.
DBA insurance is also required in any of the instances described above for any subcontractors of the prime contractor or subcontractors of the letting contractor involved in the project.
A Virginia-based defense contractor was unable to secure the required DBA coverage from their local broker. Their bid was coming due and they called us in a panic. Within 24 hours, we provided a cost-effective proposal which enabled them to land the contract.
A DC-based defense contractor was unable to secure the required DBA coverage for transport drivers operating off-base in Afghanistan. We negotiated this difficult placement, and they were subsequently awarded the contract.
A Denver-based government contractor was bidding on a long-term facilities maintenance project in California and needed more competitive rates for their general liability and workers' compensation in order to compete. We negotiated the rates needed, and they successfully landed the contract.
